The Blockchain Association said Summer Mersinger will step down as chief executive on Oct. 16 and depart the advocacy group by year-end. Former CEO Kristin Smith will return to lead the organization on an interim basis while also serving as president of the Solana Policy Institute.

The timing coincides with a setback for one of the industry’s legislative priorities. A cloture motion in the U.S. Senate earlier this month failed to secure enough votes to advance the Digital Asset Market Clarity Act, limiting the bill’s near-term path.

In announcing the leadership change, the group credited Mersinger with advancing the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act and with efforts to promote “regulatory clarity” at the Securities and Exchange Commission and the Commodity Futures Trading Commission. Notably, the statement did not reference the Digital Asset Market Clarity Act, which the association had urged lawmakers to support.

Cloture is the Senate’s mechanism to limit debate and move legislation forward. When cloture fails, a bill’s progress typically stalls unless leaders return it to the floor. That backdrop, together with the association’s emphasis on stablecoins and agency-level clarity, suggests a tactical focus on narrower policy items that may be more executable than a comprehensive market-structure package in the current environment.

Mersinger, a former commissioner at the Commodity Futures Trading Commission, joined the Blockchain Association in June 2025 after leaving the regulator before the scheduled end of her second term. “I came here from the CFTC because I believed this industry deserved clear rules of the road and a credible, unified voice making the case for them in Washington,” she said in a departure statement.
